The Communications Regulatory Authority of Namibia (CRAN) has announced the appointment of Ms Josephine Shigwedha to its executive team, effective 03 February 2025.

Ms. Shigwedha has assumed the role of Executive for Regulatory and Corporate Legal Services.

Shigwedha is an admitted legal practitioner with a Master of Laws (LLM) and has over eleven years of experience in various aspects of corporate law.

In a statement, CRAN says that Shigwedha’s extensive background includes five years at Senior Management level, where she has consistently demonstrated a commitment to excellence in executing her responsibilities.

She also serves as a Non- Executive Director for the Aviation Regulator, NCAA.

In addition, she holds a B-Juris Law Degree and an LLB Honours Degree from the University of Namibia.

“To further compliment her legal, compliance and risk management experience, Ms. Shigwedha obtained a Post Graduate Certificate in Risk, Compliance and Governance Law from the University of Witwatersrand, and completed the Executive Development Program leadership training at the University of Stellenbosch,” the statement says.

Ms. Shigwedha is currently enrolled for the MPhil in Business Administration with the University of Pretoria. Her expertise encompasses regulatory compliance, legal risk management, contract management, litigation oversight, and policy formulation.

“This multifaceted experience equips her with substantial proficiency in licensing, enforcement, and compliance, positioning her adeptly to navigate the intricate terrain of regulatory oversight in alignment with the Communications Act (No. 8 of 2009) and relevant statutes and regulations.

“In her new capacity, Ms. Shigwedha will provide guidance and strategic direction for the performance of corporate advisory services, legislative drafting, and the licensing of all systems and services within the communications industry.

“Furthermore, Ms. Shigwedha will establish standards to ensure regulatory compliance, facilitate dispute resolution, enforce compliance, oversee type approval, and drive sector reform, all aimed at achieving the strategic objectives and enhancing the positioning of the Authority within the Information and Communication Technology (ICT) sector.

“CRAN is confident that Ms. Shigwedha’s appointment will strengthen its executive team and enhance its capacity to fulfill its regulatory mandate effectively.”
