The Minister of Home Affairs, Immigration, Safety and Security Mrs Lucia Ipumbu visited the Oluno Correctional Facility on 24 April, where she called on the staff to maintain security, rehabilitation, discipline, and human dignity.
“Today, I stand before you with deep respect, sincere appreciation, and a clear message of purpose,” Minister Ipumbu said.
“I am here to recognise your service, to encourage your commitment, and to remind all of us of the solemn responsibility entrusted to the Namibia Correctional Service.
“You are the backbone of our correctional system.
“Many of you serve away from the public eye, often under demanding conditions, yet your work remains central to justice, public safety, and national stability. The Namibia Correctional Service is not merely an institution of custody. It is a national instrument of security, rehabilitation, discipline, human dignity, and transformation.
“Colleagues, the mandate of the Namibia Correctional Service is firmly rooted in ensuring public safety through the secure, humane, and effective management of offenders. This mandate requires us to maintain safe correctional facilities, to enforce lawful order, to facilitate rehabilitation, and to prepare offenders for successful reintegration into society as law-abiding citizens.
“The Oluno Correctional Facility is therefore not just a place of confinement. It is a place where discipline must be maintained, where lawful authority must be respected, and where those entrusted to your care must be guided towards responsibility and change.
“The work you do here has a direct bearing on the safety of our communities and on the credibility of the justice system of the Republic of Namibia.”
